What does the Pinel Law provide?

The Pinel Law is a tax system created to relaunch the construction of new housing in France (housing recovery plan 2015). The Pinel system allows you to benefit from a tax reduction when purchasing new property, provided that it is rented for a minimum period of 6 years. The purchase of an apartment or house under the Pinel law must take place between September 1, 2014 and December 31, 2017. The Pinel system and the Censi Bouvard law were extended in 2017 by Emmanuelle Cosse.


The Pinel tax exemption therefore allows you to lower your income tax while becoming the owner of a rental investment. This device was launched by the government to replace the flow device.

The conditions of the Pinel system

1 ° - The acquired accommodation

Housing, to be eligible for the PINEL device, must meet the following conditions:

  • be new or renovated,

  • be acquired in the future state of completion,

  • benefit from the BBC 2005 label or comply with thermal regulations (RT 2012),

  • be completed within 30 months of the Site Opening Declaration,

  • be rented within 12 months of handing over the keys.

2 ° - The rental of the acquired property

The property acquired through the Pinel system must be rented in accordance with the following conditions:

  • rental as a main residence,

  • unfurnished rental,

  • definition of the rent due to the rent ceilings established according to the Pinel zones.

3 ° - The investment

The financial conditions specific to the Pinel system for investing in new buildings are as follows:

  • the investment must not exceed the sum of € 300,000,

  • the investment must be of € 5,500 per m² maximum,

  • investments are limited to 2 per year within the limit of € 300,000,

  • the tax reduction is included in the ceiling for tax loopholes limited to € 10,000 per year and per household,

  • the tax reduction cannot be carried over from one year to the next.
